NJSPE Award Winners Outstanding Professional Engineer Award Harry Allen Capers Jr., PE Current Employment --Arora and Associates, P.C., Lawrenceville, N.J., Corporate Bridge Engineer 2006 to Present – In this assignment served at the forefront of the bridge practice at Arora. Mr. Capers’ responsibilities include oversight of all structural work within the firm, Quality Assurance for bridge projects, mentoring, and training in the Structures Department and liaison with TRB, FHWA, AASHTO and other state and federal agencies. He provides technical guidance and advice on all bridge projects under design in all of Arora and Associates offices. He has responsibility for developing Safety and Security capabilities of the firm as a new business area. He also provides advice and guidance for corporate policy matters, participate in business development and marketing and strategic planning as requested. He maintains his level of activity at the national and international level continuing to chair or be involved with many different professional and academic organizations and continue to support the AASHTO, FHWA and TRB in various initiatives in the bridge profession. He continues to work with that committee as a friend of the committee and provides extensive support to the Technical Committee on Loads and to the Technical Committee on Loads currently assisting in the committees strategic planning activities for the development and deployment of national standards for highway tunnels. Outstanding Young Professional Engineer Award Michael J. Hope, PE, CME Current Employment -- CMX Wastewater Business Unit Leader Associate Responsible for the overall management and operation of the Wastewater Business Unit. Provide managerial direction and supervisory control to develop, manage, promote, and integrate all aspects of the Wastewater Business Unit operations to meet client needs and achieve Company objectives. Oversee staff to manage and guide their development of all reports/findings, plans, specifications, cost estimates, permits, and other documents. Develop, establish, and execute Quality Control Procedures for the Business Unit. Responsible for maintaining strong client relationships within the Wastewater Business Unit. Perform planning analyses to develop annual staffing, budget, business plans, and sales/marketing plans. Provide staff with direction to achieve sales, profit, and operating goals/objectives. Optimize productivity through efficient allocation of Business Unit staff, and ensure timely approval of timesheets, expense reports, invoices, and other internal documents/deliverables. Provide direction and guidance to Project Managers on all projects and perform monthly billing reviews. Hope is a NJSPE recommended member of the New Jersey Department of Environmental Protection, Statutory Advisory Committee for Standards for Individual Subsurface Disposal Systems. Special Recognition Awards Richard Adelsohn, PE, Chairman of the NJSPE Educational Foundation Drew Lillis, PE, NJSPE MATHCOUNTS Chairman This year is the 25th anniversary of the initiation of the national MathCounts program, designed to inculcate the appreciation of mathematics to middle school students in the 6th through 8th grades. NSPE is one of the founding sponsors of this program, and NJSPE sponsors, i.e. organizes and administers, the MathCounts events in the state under the umbrella of the NJSPE Educational Foundation. The honorees have volunteered for 20 years, to ensure that MathCounts is one of the consistently successful and beneficial projects supported by NJSPE. In addition to benefiting the students, it brings many engineers in positive contact with the future generation and those who teach and form it. The successful execution year after- year is due to a high degree to the leadership effort provided by our colleagues Rick Adelsohn PE and Drew Lillis PE.
In Memoriam of Edward J. Moller Sr., P.E. It is with deep regret and sadness that we report longtime NJSPE member Ed Moeller passed away on Wednesday, March 19. A member of the Professional Engineers Society of Union County, Moeller served two terms as President and was recently a Chapter Trustee. A graduate of NYU for his Bachelors degree and NJIT for a Masters degree, Moeller worked as a sanitary engineer for most of his career. He spent 27 years with the Passaic Valley Sewerage Commission, retiring in 1982 from the position of Deputy Chief Engineer. He also was employed by Elson T. Killam in Millburn (now Hatch Mott McDonald) and Morgan-Daniels Service Company for which he was Chief Engineer Additional volunteer activities included being a member of American Legion Post 284 of Whitehouse Station. He served several terms as chairman the Readington Township Board of Health, stepping down in 1998. He was also a member of the N.J. Wastewater Commission. A former resident of Westfield, Moeller most recently resided in Whitehouse Station with his surviving wife Lucille of 38 years with whom he loved to travel. The leaders of NJSPE join with the members of the Union Chapter in expressing their sorrow in the passing of this loyal and energetic member.

LOUIS J. PICCIANO, P.E. Engineer Picciano is a senior project manager with over 30 years experience in managing engineering and design projects for refining, chemical, petrochemical, power, and pharmaceutical industries, including instrumentation and control projects. He holds licenses in New Jersey, Pennsylvania, Delaware, Maryland, and New York With MS and BS degrees from Drexel University, he started his career in 1977 as an engineering specialist with Monsanto Company. Picciano specialized in control system engineering throughout most of his career, but his multi-disciplined experience set the stage to start his own engineering firm. In 1985, Engineer Picciano was co-founder and Vice President of Sharp Design, Inc., an engineering firm providing control systems engineering to the industrial sector. In the course of 16 years, Engineer Picciano guided Sharp Design to become an 80-person organization, providing chemical, civil, electrical, mechanical, instrumentation & controls, and structural engineering to a variety of industries. These included chemical, refining, power, pharmaceutical, paper, and power. Service to the National Society of Professional Engineers includes two terms as National Director representing NJSPE (1999/2001) and participation in the first Consensus Congress to chart future direction of NSPE. Picciano’s service to NJSPE was highlighted when - as President in 1998-99 - he presided over the Society’s initial governance restructure. Other offices included President-Elect, Vice President, and Secretary. In 1992-94 he was Conference Committee Chair, overseeing the annual educational and networking event to raise funds to support NJSPE needs. In 2003, the members of NJSPE honored his achievements by bestowing upon Picciano the Distinguished Engineering Service Award. Currently, Picciano is an At-Large Director on the Board of the NJSPE Educational Foundation (since 2001) and a member of the Foundation’s Career Day Committee (since 2007). For the 2008 event he was responsible to recruit and coordinate the participating engineering enterprises that provide the subjet matter experts who speak to the participating students about careers in engineering. Picciano has also held positions in the Professional Engineering Society of Southern New Jersey (PESSNJ), Instrument Society of America (ISA), American Society of Mechanical Engineers (ASME), and the American Solar Energy Society (ASES) Picciano is married and has two daughters. Ms. Kevin Becica, P.E., P.P., C.M.E. Kevin Becica is a partner with the firm of Environmental Resolutions, Inc. in Mount Laurel and currently serves as a consulting municipal engineer to several municipalities in central and southern New Jersey. Becica’s service in the New Jersey Society of Professional Engineers has included the offices of Vice-President, Secretary, and Treasurer. Most recently she has chaired a special committee to recommend structural revisions to NJSPE to enhance membership and members’ interests. She has served multiple terms as President of the Professional Engineering Society of Southern New Jersey. She also served for seven years as the South Jersey Region’s MATHCOUNTS Coordinator. Engineer Becica currently participates in the legislative committee of the New Jersey Association for Floodplain Management (NJAFM) and the stormwater committee of the New Jersey American Water Resources Association (NJAWRA). As leader of a Task Force on Stormwater Management for the Council of Engineering Companies of New Jersey (CECNJ), Ms. Becica recently brought comments from multiple design professionals regarding the stormwater regulations NJAC 7:8 to the public hearing held by the New Jersey Department of Environmental Protection. Becica volunteers for New Jersey Planning Officials (NJPO) training sessions for Planning and Zoning officials. Ms. Becica is on the Board of Directors of Robins’ Nest, Inc. of Glassboro, NJ, which provides services that promote healing and strengthening of families. John J. Cantwell, PE, PP, CME A practicing Professional Engineer since 1973, Cantwell received his degree from Rutgers University. He is currently licensed in New Jersey, Delaware and Maryland. He also holds a Professional Planner license in New Jersey. Since 1988 he has been associated with Remington & Vernick Engineers and is currently a Senior Associate. Prior to his current employment, he worked as an engineer in the Baltimore metropolitan area. Cantwell is currently serving as Treasurer for the New Jersey Society of Professional Engineers (NJSPE). Previously he had served in various offices of the New Jersey Society of Municipal Engineers (NJSME), including President. His current duties include serving on the Legislative Committee of both associations. John and his wife, Patricia, are residents of Voorhees Township in Camden County. They have two children, a daughter with grandson who lives locally and a son (who has taken up surveying) residing in Massachusetts. Mark V. Shourds, PE, PPShourds has been an active NJSPE member since 1997. He has served the Professional Engineering Society of Southern New Jersey Chapter since 2001 and has been the Chapter Trustee to the State Society’s Board of Directors since 2003. Licensed in four states, Shourds is a partner in Taylor Wiseman & Taylor where he serves as Regional Manager of the Medford, NJ office…responsible for land planning and civil engineering projects. Shourds holds a BSCE from Drexel University where he received the Senior Merit Citation. Robert J. Thiel, PE Message from NJSPE’s NSPE Delegate It is not illogical for NJSPE members to ask, “What has NSPE done for me lately?” Here are some of the many issues and the related activities being undertaken by our colleagues under the auspices of NSPE.
As a reminder, ours is a three-level association...national, state, and chapter. The National Society is comprised of the members of the 53 state society affiliates. That means that the National Society committees and task forces need volunteers from the state societies to help get results. Recently, you received an invitation from President John Rhodes, PE to participate as a National volunteer. I encourage you to do so. You get a chance to meet members from the other state societies and to address issues that affect PEs across the U.S. If you have nay questions or suggestions about NSPE, please don’t hesitate to send me an e-message at grob.group@rcn.com. NJDEP ANNOUNCES INCREASE IN TWA PERMIT FEES The NJDEP is responsible for administering the TWA program which establishes and implements minimum standards for the approval of the design, construction and operation of treatment works to ensure that wastes are properly collected, conveyed and treated before discharge to the waters of the State. A TWA is a permit, which authorizes the construction and/or operation of a wastewater treatment, storage and/or conveyance facility. These facilities include, but are not limited to, municipal or privately owned sewage treatment plants, sewer extensions, pumping stations, force mains, holding tanks and equalization tanks. Fees are assessed to cover the Departments costs to review applications, issue permits, and manage the TWA program. The Department, through the issuance of a TWA Fee Report, can adjust the fee structure necessary to recover costs to administer the TWA Program pursuant to N.J.A.C. 7:1C-1.5. TWA fees are calculated based on project construction cost and a "P" coefficient. We are updating the "P" coefficient using the estimated program budget in conjunction with actual data concerning the categories and number of projects submitted in the previous fiscal year. Currently the "P" coefficient is 0.0040, which has remained unchanged since July 1, 2005. We are updating the "P" coefficient to 0.0044, which would result in an approximate increase of 7.4 percent over the current fee structure. Please note that the minimum fees for smaller projects will remain the same. In accordance with the program rules, the Department is not required to hold a public hearing if the projected fee increase is less than or equal to 10% and need only public notice the revised "P" coefficient with a synopsis of the TWA Fee report. The implementation of the new fee schedule will be effective July 1, 2008. We will also have this notice published in the New Jersey Register and DEP Bulletin publications in May, 2008.
